Converting under-utilised listed office building within Edinburgh world heritage site into high quality and low carbon aparthotel rooms

Set within the historic core of Edinburgh’s New Town, the Thistle Street aparthotel project represents a thoughtful and ambitious transformation. Led by Hub, the scheme aims to convert a Category C-listed former warehouse and office building into a high-quality, low-carbon aparthotel comprising 72 units.

The site is located within the New Town Conservation Area and the Edinburgh Old and New Town World Heritage Site, designated by UNESCO in 1995. Surrounded by a rich urban environment and architectural legacy, this project carefully balances heritage preservation with modern functionality. The architectural proposals have been developed by Glasgow-based studio O’DonnellBrown, with Taylor & Fraser appointed as the main contractor. Our team has been engaged as Quantity Surveyor, Employer’s Agent and Clerk of Works, providing key support throughout the development process from early feasibility to design and construction delivery.

Respectfully adapting heritage sites for contemporary use

The existing building, originally constructed in 1838 and altered over time, exemplifies Edinburgh New Town’s warehouse typology with its sandstone and slate construction blending seamlessly into the mid-terrace streetscape. Historically used as office accommodation, it spans five levels with stair cores at each gable end and features regularly spaced windows on its north and south elevations. The basement, accessed via Thistle Lane, contains distinctive brick vaults supported by original cast iron columns. O’Donnell Brown’s proposal aims to retain and celebrate the building’s original features, preserving its internal character through the reinstatement of historical elements like the ‘sunk floor’ windows and traditional rear openings.

The retrofit includes low-impact structural changes such as removing the existing flat roof, soft stripping the interior, and introducing new window openings to enhance natural light and accessibility. Additionally, a new passenger lift and plant room will be installed to meet the aparthotel’s operational needs. Due to the building’s age and complex history, significant investigative work has been necessary to uncover its structural makeup, which, coupled with limited documentation and hidden fabric elements, has required a highly responsive and exploratory design approach.

From feasibility to quality delivery

We have played a multirole in this project, acting as Quantity Surveyor, Employer’s Agent and Clerk of Works. Our involvement began at the feasibility stage, extending through RIBA Stage 3 design, where we supported the client in shaping the delivery strategy, managing cost development, and coordinating the design progression. We also led the contract negotiations with Taylor & Fraser, ensuring the project was underpinned by a robust and clearly defined contractual framework. An initial cost plan was issued in October 2022, providing a vital benchmark for ongoing cost control and scope management.

As Clerk of Works, our focus has been on ensuring that the quality of workmanship on site meets both heritage conservation standards and modern performance expectations. This has involved regular site inspections and coordination with the design and delivery teams to uphold the integrity of the design vision while meeting practical and technical requirements.

The Thistle Street Aparthotel project stands as a model for sustainable urban regeneration, demonstrating how underutilised heritage assets can be respectfully adapted for contemporary use. Our role in this project reflects our continued commitment to delivering quality, value, and architectural sensitivity on complex refurbishment and retrofit schemes.
