Chapter House forms part of a wider strategy to evolve and future proof the Westminster Under School estate. The building, originally constructed in the early 1990s as offices, sits on Chapter Street behind Adrian House and within a predominantly residential setting overlooking the Regency Street Conservation Area. Its position and scale presented both opportunity and responsibility, requiring a considered approach to change of use and design.
The conversion enables the school to consolidate teaching, specialist and pastoral functions within a single, coherent environment, supporting the introduction of infant education and the development of wider co education. Collaborators on the project include Burrell Foley Fischer as architect, Price and Myers as structural and civil engineer, Scotch Partners as MEP consultant, alongside Quod, OFR Consultants, Riskwise Consulting, Studio Knight Stokoe and MYCO as main contractor.
We were appointed to manage the change of use and detailed planning applications and to deliver Project Management, Quantity Surveying and Clerk of Works services. Our role is to provide clear leadership across programme, quality and coordination, ensuring that educational objectives are translated into a practical and deliverable plan. Working closely with Westminster School stakeholders, we oversee procurement and decision making, maintaining a structured and transparent process from the outset. Our involvement supports a coordinated approach across the wider estate, ensuring Chapter House integrates seamlessly with Adrian House and George House while remaining adaptable for future needs.

The redevelopment reimagines the former office building as a flexible and welcoming place for learning. Internal spaces are planned to accommodate classrooms, larger group areas and specialist facilities, shaped through consultation to ensure they respond to the needs of pupils, staff and parents.
Key features include central atrium that brings daylight deep into the building, a library positioned as a social and academic heart, and a series of breakout spaces that support both focused study and informal interaction. Dedicated IT, science and music facilities are integrated throughout, with music spaces designed to support teaching, practice and informal performance.
Retaining and adapting the existing structure played a key role in meeting long term sustainability objectives. By working with the existing fabric, the project reduces embodied carbon and minimises environmental impact while delivering a high quality educational setting. The landscape strategy is integral to the overall experience of the building. External spaces are carefully coordinated with movement and spatial planning, creating moments of calm and connection to nature that support physical, mental and emotional wellbeing. Our oversight ensures that architectural, environmental and operational considerations remain aligned throughout the process.
Chapter House is conceived as more than a standalone project. It is a strategic addition to an evolving estate that supports pupils from early years through to later stages of education. Our continued involvement ensures the building meets immediate educational needs while remaining flexible enough to respond to future change.
