Long Harbour / Dandara Eastern Limited
Construction
Mowbray Village is a new residential development located in Horsham, West Sussex, forming a key part of a wider masterplan led by Legal & General to create a sustainable and vibrant community. This phase, funded by Long Harbour, involves the delivery of 193 homes, consisting of 145 standalone houses ranging from two to four bedrooms and 48 apartments. These homes will be retained as rental properties, professionally managed to meet the increasing demand for high-quality family housing in the area.
Dandara Eastern Limited is responsible for the full delivery of the project, encompassing design, development, and construction on behalf of Long Harbour. Circle Development has been appointed as the Fund Monitor, overseeing technical due diligence and providing independent, ongoing monitoring throughout the project lifecycle. While Dandara manage day-to-day development activities, we ensure alignment with funding agreements, quality standards, and key milestones.
The broader Mowbray masterplan is intended to deliver more than just homes; it aims to foster a thriving community set within the West Sussex countryside. With excellent transport links to Horsham and London, the village is designed with community, ecology, and long-term value at its core.

This phase of Mowbray Village focuses on delivering 193 homes as part of a larger vision to create a healthy, inclusive, and sustainable community. The development will support families and individuals seeking high-quality new-build homes in a location that balances modern living with natural surroundings.
Mowbray is designed to be a place to grow, flourish, work, learn, and play. Beyond housing, the wider masterplan incorporates new public spaces, ecological enhancements, and infrastructure improvements that respect the local environment. A key element of the project is the commitment to sustainability, with expert ecologists advising on biodiversity strategies to protect and enhance the existing woodland and green spaces.
Long Harbour intends to retain ownership of the homes, ensuring their long-term professional management as part of their broader portfolio, which aims to deliver around 2,000 homes across multiple sites in coming years. This approach will contribute to meeting housing needs in West Sussex and delivering social value through community-focused rental homes.
Circle Development was engaged early in the process to carry out technical due diligence on the Development Funding Agreement between Long Harbour and Dandara Eastern Limited. Since appointment, we have continued in the role of Fund Monitor, responsible for overseeing the construction phase.
Our remit includes regular site monitoring visits, providing independent monthly valuations for works completed, and managing the practical completion and handover of properties to Long Harbour. Through continuous engagement and technical oversight, we ensure that project delivery meets agreed standards and milestones, providing confidence to the funder and stakeholders throughout the development lifecycle.

What expertise and background do you bring to the table?
I started my career as a Placement student, joining Circle during my third year at Loughborough University. Predominantly relying on academic education, I utilised the gradual exposure from being involved within post-contract residential schemes to gain a greater insight into the role itself. The main sectors I have worked on during my career is residential and commercial.
Can you outline the responsibilities of your role?
My role consists of the entire construction process, from providing clients with costing expertise in the design stages right through to managing both the financial and contractual sides of a post-contract project. I aid within the quantification process of cost plans, allowing for key insights into the estimated price of a specific project, ensuring that the client’s budget expectations are both visualised and maximised. Whilst consistently having efficient communication with the client and contracting teams, I can support my colleagues in costing exercises and decision-making processes. Also, as construction is inevitably unpredictable, I closely work with everyone around me to advise clients on various obstacles and opportunities, allowing for a fluent process of dialogue.
Describe your experiences and growth at Circle?
I commenced my career with Circle as a Placement student from Loughborough University. I have since graduated with a First-Class Honours Degree and have committed to joining the Circle APC Chartership Program. With the consistent support from experienced colleagues, I aim to have achieved my RICS accreditation within 18 months after university. Despite only having a short career thus far, I have aided in progressing multiple projects such as Latitude Purple and Wembley Link, whilst also being heavily involved in a multitude of cost plans.
What has been your favourite project?
My favourite project was Wembley Link, which perfectly balanced a challenging yet insightful workload, enabling me to kick start my career whilst dramatically proving that learning construction in a lecture hall is nothing compared to being on-site in person. The 256-unit scheme located in Wembley Central placed me in the deep end of a construction project, exponentially accelerating my learning curve.
What brings you joy outside of work?
Despite being the completely wrong height for any sport, being the 3rd smallest person in the office, I love to take part in most types of sports including football and running. I also have a passion in attending sports events, in hopes of witnessing Tottenham Hotspur win a trophy before I retire in 40 years’ time. Having recently moved to London, I have taken the opportunity to learning new cooking recipes by eating at various restaurants around the city and attempting to copy them. This plays perfectly in my current favourite hobby, spending time on the weekends visiting new pubs with friends and colleagues

I began my career as an estimator for a regional main contractor in Derbyshire while pursuing my Master’s in Quantity Surveying. Upon completing my course, I relocated to London and joined a Tier 1 Main contractor, focusing on residential, commercial, and healthcare sectors. My background allows me to provide pre and post-contract commercial services to clients, with on-the-ground knowledge from my contracting days. With Circle, I’ve now work on new build residential, co-living, and office projects in the capacity of an Associate Quantity Surveyor and Employer’s Agent.
As an Associate Quantity Surveyor, I combine strong technical and interpersonal skills to deliver commercial services to my clients. My role is diverse, encompassing both pre- and post-contract duties. I lead teams of Project Quantity Surveyors and Assistant Surveyors to deliver large-scale projects for our clients.
Pre-contract, we prepare cost estimates, monitor design development, manage procurement, and negotiate build contracts. Cost estimates are produced from feasibility stage through to RIBA Stage 4 design. Post-contract, we manage our clients’ commercial interests and administer contracts on live projects, acting as the Employer’s Agent. This includes monitoring variations, negotiating costs, tracking on-site progress, and carrying out monthly valuations.
I also act as a line manager to four members of the commercial team, overseeing workloads and monitoring performance against agreed targets. This includes tracking and reviewing their progress through the APC pathway to chartership.
I joined Circle in September 2023 as a Quantity Surveyor. From day one, the company entrusted me with significant responsibility, beginning with a negotiated tender for a c.£50m co-living scheme in White City within my first week. Since then, my career has gone from strength to strength, achieving chartership and progressing from Senior Quantity Surveyor to my current role as an Associate.
Having established strong teams across large-scale residential and commercial projects, I now lead a new Single Family Homes department, where we act as Fund Monitor on several schemes. Circle has been an excellent business to work for, providing consistent support for my professional development, creating opportunities to take on new challenges, and offering guidance through major milestones such as the RICS APC process.
My favourite project is Wood Lane, which was my first scheme with Circle. The £49m development involves the construction of a 16-storey tower with two six-storey wings. The tower will accommodate 209 co-living units, with the ground floor, Level 7, and Level 16 providing communal amenity spaces for residents, including MasterChef-style kitchens, a gym, workspaces, and lounges.
The six-storey wings are being delivered for a women’s charity and will include 60 apartments for the charity’s patrons, along with a new office for the organisation. The project includes technically complex groundworks due to existing site levels, as well as the added challenges of working adjacent to the London Underground Central Line and a busy TfL highway. It is exciting to see the project coming to fruition, with Practical Completion anticipated in Q4 2026.
Outside of work, I stay active by going to the gym a few times a week and occasionally returning to Derbyshire for long walks in the Peak District. I make the most of my annual leave by travelling, most recently visiting old university friends in Jordan and experiencing one of the Seven Wonders of the World. In winter, I am an avid skier, having completed a season when I was younger. I am also settling into more leisurely and less extreme sports, enjoying the occasional round of golf when time allows, but only when the sun is shining.

I started my career after studying Construction Management and Surveying at university as a Graduate Project Manager with an organisation in the nuclear fusion industry. I loved the exposure to complex projects and managing multiple stakeholders that came with the role, and I moved on to consultancy work in 2022 to gain experience in the residential sector.
I have since worked for a wide variety of public and private clients on projects across the UK, with particular experience in the role of Employer’s Agent and Project Manager on affordable housing schemes for various London boroughs.
I work across RIBA Stages 2 to 6, ensuring that projects progress through the lifecycle within agreed parameters, while staying true to the client’s vision. My role involves developing coordinated programmes, managing stakeholders and overseeing contract administration, all of which are essential to maintaining momentum and alignment across the project team.
I’m also responsible for project team meetings, driving progress through key gateways and making sure that risks and issues are identified early and managed proactively. Communication plays a big part in what I do, whether it’s reporting to clients, liaising with contractors or coordinating with local authorities and consultants. Ultimately, I act as the main point of contact for the client throughout delivery, helping to turn a brief into a built outcome that meets their needs and expectations.
I joined Circle in September 2025. I’m excited to gain more experience in technically complex projects. I’m particularly keen to work on projects that reflect my personal values around sustainability, as I have always been conscious of the role the built environment plays in our impact on the planet.
I love going to the gym and try to go as often as possible. I also enjoy going to the cinema, learning German, going to the pub and exploring new places on foot. Last year, I hiked to Everest Base Camp, which was an incredible experience. Any other spare time usually goes into looking after my two dogs or working on home renovations.

I originally started my career as an apprentice site Quantity Surveyor with Tier 1 main contractor Laing O’Rourke, all while pursuing a Quantity Surveying degree. During this time, I gained hands-on experience delivering large, complex projects in aerospace, residential, large-scale commercial regenerations, and healthcare.
I shifted my focus to client-side project delivery, specialising in tendering, procurement, and contract administration. I was at the forefront of the UK build-to-rent sector, overseeing the delivery of one of the first institutionally funded schemes in North Acton.
In 2018, I founded Circle with a clear mission: to simplify the project delivery offering available to clients. I aimed to remove multifaceted teams and instill a detail-focused mindset across all team members. My focus is on continuous improvement and staying ahead of industry advancements, such as the Building Safety Act, while also investing in Circle’s development and positioning in the Carbon Management sector. I proudly received fellowship from RICS in 2022.
As the Managing Director, my role includes overseeing all Circle functions, managing people, business planning, conducting project reviews, and engaging with the supply chain. I also enjoy actively managing projects at key stages, including initial feasibility and procurement, alongside the expert teams within Circle. I take an active role in Life Cycle Carbon Assessments and Life Cycle Costing studies, as I have a deep passion for this emerging sector. My goal is to empower clients with the knowledge they need to make the right decisions for the future.

I don’t have a clear favourite project, but I have recently enjoyed the conversion and repurposing of the Beech Street project in the City of London. I presented Circle’s work to the planning officers, highlighting the analysis, benefits, and comparison of design options. The One Maidenhead BtR project is where I call home, and as a result, I have experienced firsthand the positive impact that this large-scale regeneration can have on town centres. The brickwork looks great from the station platform each morning!
At home, my main hobby is keeping up with two babies and a cockapoo! I have a keen interest in motorsports, having spent over ten years racing superbikes at club level around the UK circuits, starting in the junior 125cc classes and progressing to 600cc before transitioning to off-road trials riding. More recently, I’ve traded big engines and high speeds for the occasional half marathon and coastal walks with my family and fluffy dog.

I have significant experience in setting and managing project budgets, starting from acquisition through to project completion. Additionally, I possess an astute understanding of contract administration, with several years of experience in carrying out the Employer’s Agent/Contract Administrator role across multiple projects.
In my role at Circle, I have a hands-on approach to managing the commercial team. I ensure that the team maintains high standards at all levels of the business. On a day-to-day basis, I am actively involved in the delivery of projects, with a constant focus on ensuring that the clients’ key KPIs (Key Performance Indicators) are at the forefront of the project team’s priorities. Additionally, I manage our key supply chain members and maintain critical relationships to facilitate project delivery and keep the Circle team ahead of industry advancements.
I have been a part of the Circle journey since the very beginning, contributing to multiple sectors and focusing on delivering commercial services from pre-acquisition all the way through to project completion. My background as a Quantity Surveyor and Employer’s Agent, managing complex forward-funded developments, has positioned me to take a leading role in Circle’s commercial team.
I’m a keen sportsman, spending my weekends trail running and getting out to enjoy the weekends either on two feet, or two wheels alike. I also love exploring the UK and Europe whenever I get the chance on camping trips, usually not too far away from my Wirehaired Vizsla! Skiing is also among my other hobbies, making Circles annual trip a personal highlight of the year!

I began my career working on-site with a Tier 1 Main Contractor, gaining hands-on experience in national infrastructure projects across highways, rail, water, and power sectors. As part of my professional development, I completed a year-long design secondment with an independent consulting engineering firm, where I am now a Chartered Civil Engineer. Afterward, I joined a specialist engineering firm and delivered the enabling works for a flagship commercial redevelopment in prime central London. I’m excited to have joined the Circle Developments team as a Project Manager in Spring 2025.
As a Project Manager, my role is diverse and adapts to the unique needs of each client and the stage of the project lifecycle. I focus on ensuring projects are delivered efficiently and on time while fully understanding and aligning with the client’s requirements. Building and maintaining strong relationships with clients and key stakeholders is central to my approach. My typical responsibilities include developing detailed, logic-linked programmes, managing budgets, and leading design and consultant teams to successful project outcomes.
Since joining Circle, I’ve had the opportunity to get involved in a variety of projects and deepen my understanding of the Pre-Contract stage, which complements my technical background from working with contractors on-site. I’ve really enjoyed collaborating with diverse clients on different schemes, including the Westminster Schools Co-Educational expansion and several redevelopment projects converting former office blocks into Co-Living spaces.
I have particularly enjoyed working on two repurposing projects that involve converting existing office buildings into Co-Living residential units. I’m passionate about applying innovative building techniques to create more sustainable solutions for clients. One project, located on the edge of the Barbican Estate, has been especially rewarding as it gave me the chance to navigate the planning restrictions associated with working in a Conservation Area in central London. It was an insightful learning experience.
I’m a keen sportsperson, with a particular passion for running and cycling. In the summer of 2023, I cycled 3,000 km across Europe, following the Loire River on France’s west coast, then the Rhône, and finally from the source of the Danube all the way to Budapest. It was an incredible adventure that combined my love of endurance sports with exploring new places.

On a day-to-day basis, I am actively involved in the delivery of projects, with a constant focus on ensuring that the clients’ key KPIs (Key Performance Indicators) are at the forefront of the project team’s priorities. Additionally, I manage our key supply chain members and maintain critical relationships to facilitate project delivery and keep the Circle team ahead of industry advancements.
I have been a part of the Circle journey since the very beginning, contributing to multiple sectors and focusing on delivering commercial services from pre-acquisition all the way through to project completion. My background as a Quantity Surveyor and Employer’s Agent, managing complex forward-funded developments, has positioned me to take a leading role in Circle’s commercial team.
I’m a keen sportsman, spending my weekends trail running and getting out to enjoy the weekends either on two feet, or two wheels alike. I also love exploring the UK and Europe whenever I get the chance on camping trips, usually not too far away from my Wirehaired Vizsla! Skiing is also among my other hobbies, making Circles annual trip a personal highlight of the year!

I began my career working on-site with a Tier 1 Main Contractor, gaining hands-on experience in national infrastructure projects across highways, rail, water, and power sectors. As part of my professional development, I completed a year-long design secondment with an independent consulting engineering firm, where I am now a Chartered Civil Engineer. Afterward, I joined a specialist engineering firm and delivered the enabling works for a flagship commercial redevelopment in prime central London. I’m excited to have joined the Circle Developments team as a Project Manager in Spring 2025.
As a Project Manager, my role is diverse and adapts to the unique needs of each client and the stage of the project lifecycle. I focus on ensuring projects are delivered efficiently and on time while fully understanding and aligning with the client’s requirements. Building and maintaining strong relationships with clients and key stakeholders is central to my approach. My typical responsibilities include developing detailed, logic-linked programmes, managing budgets, and leading design and consultant teams to successful project outcomes.
Since joining Circle, I’ve had the opportunity to get involved in a variety of projects and deepen my understanding of the Pre-Contract stage, which complements my technical background from working with contractors on-site. I’ve really enjoyed collaborating with diverse clients on different schemes, including the Westminster Schools Co-Educational expansion and several redevelopment projects converting former office blocks into Co-Living spaces.
I have particularly enjoyed working on two repurposing projects that involve converting existing office buildings into Co-Living residential units. I’m passionate about applying innovative building techniques to create more sustainable solutions for clients. One project, located on the edge of the Barbican Estate, has been especially rewarding as it gave me the chance to navigate the planning restrictions associated with working in a Conservation Area in central London. It was an insightful learning experience.
I’m a keen sportsperson, with a particular passion for running and cycling. In the summer of 2023, I cycled 3,000 km across Europe, following the Loire River on France’s west coast, then the Rhône, and finally from the source of the Danube all the way to Budapest. It was an incredible adventure that combined my love of endurance sports with exploring new places.
