Located at the heart of Romford, The Liberty Shopping Centre, originally opened in 1968, is undergoing a transformational regeneration as part of Havering Council’s ambitious masterplan. This landmark development, led by HUB in partnership with Redical, will deliver new residential and an enhanced public realm, creating a vibrant and sustainable town centre environment. The scheme is situated just a short walk from Romford Station and benefits from excellent transport links, including the Elizabeth Line.
As part of the project team, Circle is acting as Employers Agent, Quantity Surveyor and Carbon Manager. In this role, we are ensuring the delivery of high-quality homes and public spaces while monitoring and minimising environmental impact through detailed Life Cycle Assessments (LCA). This critical function underpins our commitment to sustainable urban regeneration, balancing economic, social, and environmental considerations.

The Liberty forms a cornerstone of Havering Council’s vision to create a dynamic, mixed-use town centre, integrating residential, retail, office and leisure spaces. The site will evolve in phases to complement and enhance the centre’s ongoing improvements, which began after Redical’s acquisition in 2022.
The wider masterplan, designed by Maccreanor Lavington and approved by the council in March 2025, proposes up to 110,000m² of new residential space across Romford town centre, with The Liberty as a focal site. The development includes up to 40,000m² of retail uses and 20,000m² of commercial and employment space at ground level, creating active, welcoming street frontages.
Engagement with the local community, existing retailers, and other stakeholders is a core part of the strategy. Modernised retail and office space will be sensitively integrated with the new residential elements to support both daytime and evening economy, contributing to a more vibrant and inclusive urban fabric.
The regeneration of The Liberty is not just about increasing housing number, it’s about enhancing liveability and environmental performance. Circle’s work on the Life Cycle Assessment ensures that embedded carbon is considered from early design stages, promoting low-impact material selection and long-term operational efficiency.
With a retail catchment of 1.1 million people and an annual footfall of 13.6 million, The Liberty continues to outperform comparable shopping centres, with dwell times exceeding benchmarks by over 20%. Anchored by popular high street brands, and offering over 490,000 sq ft of mixed-use space, it is a natural foundation for a sustainable, community-focused expansion.
With an 800-space car park and proximity to Romford Station, including the Elizabeth Line, the site offers exceptional connectivity. The regeneration of The Liberty will bring renewed life and energy to Romford, delivering high environmental standards, economic vitality, and a reinvigorated sense of place.
