Elder’s 266-home co-living development, The Highline in Reading, has reached a key milestone with its Gateway 2 application submitted to the Building Safety Regulator on 8 September 2026.
The Gateway 2 application for The Highline, Reading was submitted to the Building Safety Regulator on 8 September 2026, marking an important milestone for the 266-home co-living development in central Reading.
Led by Elder alongside investment partner ALARA, the project is being progressed by a multidisciplinary team including Darling Associates Architects, CField Construction, Lamorbey Associates, Manhire Associates, Orion Fire Engineering, R360, Savills, Studio Knight Stokoe and Gen2Tek, alongside the wider team of specialists supporting the development. We are appointed as Employer’s Agent, Project Manager and Quantity Surveyor, providing integrated project and commercial management expertise throughout the scheme.
Elder acquired the site in 2024, identifying the opportunity to transform an underused office building in the heart of Reading into a new residential community. Planning permission was secured in 2025 for 266 co-living homes, with the project subsequently progressing through detailed design towards its Gateway 2 submission.
Located moments from Reading Station, The Highline will bring the existing site back into use as a new co-living development, creating high-quality homes and shared amenity spaces within a highly connected town centre location.
Integrated expertise through Gateway 2
Our combined role as Employer’s Agent, Project Manager and Quantity Surveyor enables us to bring together the commercial, technical and delivery requirements of The Highline through an integrated consultancy approach.
Since our appointment, we have worked collaboratively with Elder and the wider project team through design development, cost planning, procurement and risk management, helping to coordinate the project as it has progressed towards Gateway 2.
The submission represents an important step in the project’s delivery and follows extensive coordination across the client, design, construction and specialist consultant teams. It also builds on our growing experience supporting complex residential projects through evolving regulatory requirements and key stages of the development lifecycle.
