We’re pleased to share that Circle Development has been appointed as Technical Advisor, Employer’s Agent, and Clerk of Works on a new 128-home residential development in Poplar, East London.
The scheme, being delivered in collaboration with Taylor Wimpey for Heim Global Investors, sits at the heart of a fast-transforming area and is expected to complete in 2027. The project responds to London’s urgent need for high-quality, professionally managed homes, especially as the capital faces an ongoing shortfall in housing delivery.
Our role in making complex delivery simple
At Circle, our role spans the entire project lifecycle — providing strategic, contractual, and on-site expertise to keep delivery moving in the right direction.
We initially provided technical advisory services during the acquisition stage, working closely with Heim and Taylor Wimpey to develop a bespoke development and funding agreement. A key focus was ensuring all parties had a clear understanding of the employer’s requirements and how risk transfer would be managed. As part of a wider development on site, it was critical that the completion mechanisms were clearly thought through at this early stage to streamline Practical Completion when reached in 2027.
As employer’s agent, we take the lead on contract administration, change control, progress tracking and quality assurance, acting as the central link between client and contractor teams.
Our clerk of works team brings real-time insights from the site, with regular inspections and reporting that support quality, safety, and compliance across every stage of the build.Through close contractor relationships, on-site experience, and use of our own digital reporting tools, we ensure that all works are delivered in line with approved designs and employer’s requirements. From structural inspections to fit-out checks and health & safety monitoring, we help resolve issues early and drive continuous improvement across the build. We provide weekly updates and monthly summary reports with clear, actionable observations — helping keep all stakeholders informed and aligned.
