A planning application has been submitted for the comprehensive regeneration of The Liberty Shopping Centre in Romford, marking a significant step forward in the evolution of this long established town centre destination.

The project is being led by HUB alongside investment partner Redical, with regeneration architects shedkm appointed to design the masterplan in close alignment with Havering Council’s wider ambitions for the town centre.

As part of the project team, we are acting as Employers Agent, Quantity Surveyor and Carbon Manager, supporting the delivery of a high quality, sustainable mixed use scheme that responds to both commercial objectives and community needs.

A mixed use vision rooted in place

Originally opened in 1968, The Liberty is set to be transformed through a phased masterplan that will deliver up to 800 new homes alongside enhanced retail, food, drink and leisure uses and a series of greener, more welcoming public spaces. The proposals build on Redical’s transformation through accumulation strategy, which has already seen significant investment, new brands introduced and annual footfall reach 13.6 million.

The masterplan has been carefully developed to work around the existing marketplace, an important part of Romford’s history, and reflects feedback gathered through consultation and engagement with residents, shoppers and stakeholders. There has been strong support for improved retail choice, a stronger evening economy and safer, more legible routes through the town centre.

Phased delivery and long term value

The development will be delivered across a number of phases. The first phase focuses on the Western Road and South Street gateway and will introduce 380 new homes, new shops and food and beverage outlets, alongside a new public square. Subsequent phases will bring forward additional residential and public realm improvements across the wider Liberty estate.

In our role as Employers Agent and Quantity Surveyor, we are supporting robust governance, cost certainty and quality outcomes across all stages of the project. As Carbon Manager, we are leading detailed life cycle assessments to ensure embedded carbon is considered from early design, helping to reduce environmental impact and support long term operational efficiency.
