Chapter House has reached practical completion, marking a significant milestone in the ongoing evolution of Westminster Under School and its move towards full co-education.
Circle Development led Project Management, Quantity Surveying, and Clerk of Works services from start to finish, working closely with Burrell Foley Fischer as pre-contract architect and Ackroyd Lowrie as post-contract architect, Price & Myers as pre-contract structural and civil engineer and Whitby Wood as post-contract CMT structural engineer, while Scotch Partners provided MEP consultancy throughout. Special thanks also to Myco Construction for their excellent delivery on site.
The project involved the extensive redevelopment of a former four-storey office building on Chapter Street, directly to the rear of the School’s main building, Adrian House. With 3,266 square metres of floor space, Chapter House is the largest building within the Under School estate and will open to staff and pupils following February half term.
Supporting co education and estate growth
Chapter House plays a central role in Westminster Under School’s move to full co-education, welcoming girls alongside boys from September 2026, and supports the introduction of pre prep provision. The building almost doubles the School’s working size.
The new facility includes a welcoming central atrium, a large library with breakout spaces beneath a light well, classrooms, IT suites, science laboratories and specialist music facilities with teaching, practice and informal performance spaces. The design was shaped through consultation with pupils, parents and staff, ensuring spaces respond directly to the needs of the school community.
Our role and long standing relationship with Westminster School
We were appointed to manage the change of use and detailed planning applications and to deliver Project Management, Quantity Surveying and Clerk of Works services. Our role provided clear leadership across programme, cost, quality and coordination, ensuring that educational objectives were translated into a practical and deliverable plan.
Working closely with Westminster School stakeholders, we supported procurement, decision making and quality assurance, maintaining a structured and transparent process throughout. Our long standing relationship with Westminster School has enabled a coordinated approach across the wider estate, ensuring Chapter House integrates seamlessly with Adrian House and George House while remaining adaptable for future needs.
By retaining and adapting the existing structure, Chapter House supports the School’s sustainability objectives through reduced embodied carbon and environmental impact.
Chapter House forms part of a wider strategy to future proof the Westminster Under School estate, ensuring it continues to deliver high quality educational facilities that support learning from early years through to later stages of education.
